Casey calls for changes to Canada Pension Plan legislation

Ottawa   Bill Casey, M.P., recently submitted Private Members Motion M-374, which calls on the Minister of Human Resources and Social Development to change the law governing the Canada Pension Plan (CPP) so that individuals who do not presently qualify for CPP benefits, can with the donations of contributions from immediate family members or other individuals. M-374 reads as follows:

 

“M-374 — October 16, 2007 — Mr. Casey (Cumberland—Colchester—Musquodoboit Valley) — That, in the opinion of the House, the Minister of Human Resources and Social Development should take all steps required to amend or adjust current legislation so that those individuals, including widowers and their children, who do not presently qualify for Canada Pension Plan (CPP) survivor's pension and children's benefits because of not having enough qualifying years of CPP contributions, will be able to accept donations of years of CPP contributions from their immediate family members or other individuals so that they can qualify and improve their quality of life for themselves and their family members as a result.”     

 

            This Private Members Motion was submitted after Casey received important feedback from his constituents. One constituent in particular who made contact with Casey was Mrs. Gloria Buboire, from River Hebert, who was turned down for CPP benefits following the death of her spouse. Sadly, Mrs. Buboire’s spouse had not made enough contributions to the CPP during his working life. As a result, she and her children are not able to receive benefits, and the law does not currently allow close family members to donate their own years of CPP contributions to help her qualify.  

 

            Casey hopes that his previous requests to the Minister of HRSDC and his officials, and now the submission of Private Members Motion M-374 will prompt the government to take action for his constituents, including Mrs. Buboire, and other Canadians in similar circumstances.
